高標(biāo)準(zhǔn)農(nóng)田的“高”和“不可替代”有四大體現(xiàn)。第一個“高”是農(nóng)田質(zhì)量高，第二個“高”是產(chǎn)出能力高，第三個“高”是抗災(zāi)能力高，第四個“高”是資源利用效率高。從各地的實踐看，高標(biāo)準(zhǔn)農(nóng)田建成以后，一般能提高10%到20%的產(chǎn)能，也就是100公斤左右的產(chǎn)能。

2021年9月16日，《全國高標(biāo)準(zhǔn)農(nóng)田建設(shè)規(guī)劃（2021—2030年）》（以下簡稱《規(guī)劃》）正式對外公布。《規(guī)劃》明確，到2025年累計建成10.75億畝并改造提升1.05億畝、2030年累計建成12億畝并改造提升2.8億畝高標(biāo)準(zhǔn)農(nóng)田；到2035年，全國高標(biāo)準(zhǔn)農(nóng)田保有量和質(zhì)量進(jìn)一步提高。

農(nóng)業(yè)農(nóng)村部調(diào)研發(fā)現(xiàn)，高標(biāo)準(zhǔn)農(nóng)田項目區(qū)機(jī)械化水平比一般非項目區(qū)要高15~20個百分點(diǎn)，高標(biāo)準(zhǔn)農(nóng)田項目區(qū)的規(guī)模經(jīng)營流轉(zhuǎn)率一般比非項目區(qū)要高30個百分點(diǎn)。高標(biāo)準(zhǔn)農(nóng)田項目區(qū)的新型經(jīng)營主體占比比非項目區(qū)要提升20個百分點(diǎn)以上。這些都表明，高標(biāo)準(zhǔn)農(nóng)田對于保障糧食安全功不可沒。
